The military crimes of Armenia were emphasized at the International Legal Forum

II International Legal Forum “Tashkent Law Spring”, organized by the Ministry of Justice of Uzbekistan via video conference on the review of law during the Fourth Industrial Revolution based on digital innovations, started on April 22.

 

Participants of the esteemed Forum were Ministers of Justice, chairmen, judges, lawyers, scientists of courts and other authorities, financial institutions from different countries of Europe, Asia and America, representatives of the UN, OSCE, World Bank, Venice Commission and other influential international organizations, as well as Minister of Justice of Azerbaijan Fikrat Mammadov.

 

Speaking at the session of Ministers of Justice “Implementation of legal policy of the country: current problems and future tendency”, the Minister of Justice of Azerbaijan highlighted the improvements in Information Communication Technologies in the country under the leadership of the President Ilham Aliyev, and he also mentioned about national priorities for social and economic development of digital society in Azerbaijan till 2030.

 

It is noted that strengthening the rule of law and protection of human rights are priorities of legal policy of the country and in this regard, our country has created a perfect legal background that is developing dynamically.

 

At the same time, the reforms made under the leadership of the President and approved abroad to improve the judicial system were mentioned at the Forum, modernization of judicial infrastructure with the participation of the World Bank and establishment of hi-tech courts was stated, as well as it was stated that commercial disputes have been handled only electronically for several years now.

 

It was noted that the e-Court, which covers the entire process from the moment of the right to appeal to a court to the completion of the execution of court decision significantly expands access to justice, also provides transparency and efficiency, as well as the work done to expand e-Court in the country which is already applied in 2/3 of all courts was mentioned.

 

In order to facilitate access to courts, the application “Mobile Court” which allows you to receive information immediately without connecting to a computer, to participate on a mobile basis, etc. was mentioned at the Forum.

 

Speaking about the continuous application of pardon and parole institutions in our country as a manifestation of humanistic policy of the President, the Minister noted the important steps taken to humanize the penal policy, decriminalization of many acts by making 500 amendments to the criminal law, efficient activity of Probation service established to supervise the execution of alternative penal to imprisonment, as well as wide use of electronic wristbands.

 

Participants of the Forum were informed about e-justice services provided to citizens, as well as application of digital innovations for remote, easy and fast notarial activities, also recently expanded “Mobile notary” software created by the Ministry.

 

At the same time, it was noted that "ASAN service", which is an Azerbaijani brand and provides important services to the judiciary, was awarded by the UN for its effective work and contribution to the development of public services, even some countries participating at the event had already taken the opportunity of ASAN model.

 

Information given at the event on the innovations caused a great interest and questions of the participants were answered.

 

In his speech, the Minister of Justice reminded the participants about Armenian aggression against our country, war and crimes against humanity, as well as continuing criminal acts of Armenia in violation of international humanitarian law during and after the war.

 

The Minister emphasized the crimes committed by Armenia during the Great Patriotic War that ended with our Great Victory under the leadership of President, Supreme Commander-in-Chief Ilham Aliyev and liberation of our territories from Armenian occupation. He highlighted that Armenian aggressors had violated international humanitarian legal norms by firing our residential areas with banned cluster and phosphorus bombs that killed about 100 civilians including children and women.

 

It is stated that 16.000 bombs were dropped on small city Tartar. Foreign journalists visiting the liberated territories have called the city of Aghdam which was completely destroyed by Armenians as “Hiroshima” of the Caucasus.

 

F.Mammadov informed the participants that Armenia bought and sent illegal weapons to the conflict zone through civil aviation under the pretense of humanitarian aid and also attracted foreign mercenaries.

 

The Minister stated that during the occupation, those territories were used for criminal, as well as illegal economic activities, and that the Ministry has made more than 50 requests to the states represented at the Forum for investigation of committed crimes.

 

The results of Armenian vandalism witnessed by the international community – complete destroy of liberated territories, devastation of material and cultural resources, religious monuments were brought to attention of the participants.

 

It is noted with regret that Armenia's failure to provide mine maps in a biased manner after the war caused injuries and new casualties among civilians and peacekeepers, as a result, more than 100 civilians were injured and killed.

 

It is stated that despite all this, Azerbaijan is ready for new cooperation in the territory, as well as great building and construction works are being done using the concept of “smart city”, “smart village” with the application of modern Information Communication Technologies to restore our liberated territories.

 

The forum, which will continue on April 23, will discuss the activities of legal institutions in the pandemic, the prospects for the development of arbitration, mediation and advocacy, digital opportunities for transparency of government agencies, the fight against corruption and many other topical issues.
