Today, in accordance with the comprehensive development of our country, the Azerbaijan notary is being improved and modernized, important measures are being taken to increase the efficiency of notarial activities, satisfaction of citizen and the quality of services are provided to the population. Since 2007, a centralized information system - "Electronic database of notarial documents" uniting notaries of the country in a single network, archiving and collecting information on notarial acts performed, providing real-time exchange of information between notaries was created and put into operation. The initial mechanism of this system was as follows: the notary sent information from the workplace to the information system about the notarial acts performed during the working day through a special program. During the first application of this program, the text of the notarial document was compiled practically twice: first on paper, and then transferred from the paper to the information system, in the process of which technical errors were not excluded. This mechanism doubled the workload of the notary office, which led to a high workload and fatigue of employees.
Thus, duly registered automated system - “Electronic notary” has been established as a state electronic information source and put into operation. The organization and development of this Information System was provided by the Registration and Notary General Department of the Ministry of Justice of the Republic of Azerbaijan and the Department of Information and Communication Technologies. Creation of an electronic database of notarial acts with the application of new modern technologies in the field of notarial acts served to provide more flexible and qualitative legal services to individuals and legal entities through the information system, to reduce the number of official documents and applications required by government agencies. The advantage and novelty of this system is that drafts of all notarial acts are compiled by a notary and stored in this system. This mechanism eliminates the differences between the text of the notarial document in electronic and paper formats and technical errors in the text. The system has ready-made forms and texts of all notarial acts in accordance with the law. However, this does not preclude the notary from compiling and amending the notarial document at his own discretion. That is, the texts of notarial documents in the system are just simple templates, examples to facilitate the work of notaries, speed up their work, increase productivity and improve the quality of work.Electronic notary
