The Russian National Economy and State Service Academy under the President of the Russian Federation hosted an expert session on “Transformation of Russian notary in the new economic environment” within XI Gaydarov International Forum “Russia and the world: Challenges of new decade” on January 15-16 in Moscow city. At the event A. Klishas, Chairman of the Legislation and State Establishment Committee of the Board of the Russian Federation, M. Melnikova, Counsellor of the Ministry of Justice of the Russian Federation, K. Korsik, President of the Federal Notary Chamber of Russia, A. Grafton, notary of London, England and others spoke about the themes on protection of rights and property interests, place and significance of notaries who are providing stability of civil turnover in transformation period of digital economy.

It was noted that digitalization is one of the main directions of social development around the world, and the digital environment sharply increases the need for notarial protection and security of the rights of individuals and legal entities. In this regard, Vladimir Putin, the President of the Russian Federation addressed to the Russian Federal Assembly that, “we have to establish our own technologies and standards in digital technology and in the fields which define the future”. In order to digitize notarial activities and increase the demand for notarial protection of the rights of individuals and legal entities within the national program "Digital Economy", the Law on Amendments to the "Fundamentals of Notarial Legislation of the Russian Federation" was adopted in December last year.

Application of information technologies increased speed and quality of notarial process, and allowed the creation of new types of notarial acts. At the same time, the increase in crime in the field of information technology has necessitated the implementation of serious security measures. The experience of the Azerbaijani notary gained at the international seminars organized in Baku with the initiative and participation of the leadership and notaries of the notary chamber of that country was also used in the digitization of the Russian notary. Senior counsellor of the Registration and Notary General Department, judicial counsellor, Vidadi Mayil and private notary of Baku city notary office № 11, Ilgar Mammadov have participated at the event.
