A Memorandum of Cooperation has been signed between the Notary Chamber of Azerbaijan and the Notary Chamber of Belarus.

The delegation of the Notary Chamber of Azerbaijan, at the invitation of the Notary Chamber of Belarus, was on a business visit to Minsk, Republic of Belarus, on November 28-29, 2024, and participated in the International Law Forum on the topic "Law in the Modern World." The Azerbaijani delegation at the forum was represented by Huseyn Mammadov, a notary at the 2nd Baku "ASAN Xidmət" service center, Azer Hajiyev, a notary at the 7th Baku "ASAN Xidmət" service center, and Tamerlan Qurbanov, a notary at the Gabala "ASAN Xidmət" service center.

During the forum, panel discussions were held on the topics: "Law and Social Development," "Contemporary Challenges to the Doctrine and Practice of Lawmaking," "The Synergy of Law and Technology," "The Legal Environment for Business," "Modern Justice: Accessibility and Efficiency," and "Legal Science and Education."

Within the framework of the "Legal Environment for Business" panel, the Azerbaijani delegation participated in the session on "Current Issues of Legal Protection of Citizens and Entrepreneurship in Real Estate Transactions," analyzing the current state of legislation and existing practices, as well as discussing possible prospects. During this session, Huseyn Mammadov gave a speech on "The Role of the Notary in Real Estate Transactions," sharing information about the legislation of the Republic of Azerbaijan and the practice of formalizing transactions in real estate. He answered questions from the audience regarding the legal regulation of real estate transactions and the role of the notary in this process.

The delegation also visited the Minsk Oblast and Minsk City Chambers, as well as the Minsk City Notary Office No. 6. They were introduced to the activities of the chambers and the notary office, including the organization of archival work, and engaged in experience exchange.

As part of the visit, the delegation participated in a scientific and practical seminar organized by the Council of Young Notaries of the Notary Chamber of Belarus at the Chamber's multifunctional center. Huseyn Mammadov and Azer Hajiyev gave presentations on "Notariat in the Republic of Azerbaijan" and "The Practice of Conducting Notarial Acts Remotely," informing seminar participants about Azerbaijan's notarial system, the scope of notarial acts, the functionality of the Electronic Notarial Information System, and the possibilities of the "Mobile Notariat" application.

On November 29, a Memorandum of Cooperation was signed between the Notary Chamber of Belarus and the Notary Chamber of Azerbaijan. Huseyn Mammadov, Chairman of the Notary Chamber of Azerbaijan, and Natalia Borisenko, Chairman of the Notary Chamber of Belarus, stated that the signed document envisions the exchange of information and cooperation in the areas of forming and implementing advanced notarial practices, improving notarial legislation, training and upgrading the qualifications of notarial professionals, and enhancing electronic systems. The memorandum also outlines cooperation in legal education and improving the quality of law and services.
